The Bureau of Internal Revenue (BIR) held a consultation with private-sector stakeholders on August 25, 2026, at its National Office in Quezon City to discuss proposed electronic invoicing guidelines. The meeting formed part of the agency’s efforts to modernize transaction documentation and tax administration while considering the needs of businesses.
Participants included representatives from the business, accounting, tax, finance, export, technology, petroleum, and foreign chamber sectors. Discussions focused on making the proposed rules practical and responsive to actual business processes, giving stakeholders an opportunity to contribute feedback before the guidelines were finalized.
BIR Commissioner Charlito Mendoza emphasized the importance of learning from actual implementation and incorporating private-sector input. The agency said it would consider concerns raised during the consultation as it prepared for the rollout, with the goal of strengthening confidence in electronic invoicing systems and supporting the modernization of tax administration.
Following the consultation, the BIR issued Revenue Memorandum Circular No. 98-2026, prescribing policies and guidelines for electronic invoice issuance. Under Revenue Regulations No. 26-2025, covered taxpayers have until December 31, 2026, to comply with electronic invoicing requirements. The consultation and subsequent circular mark further steps toward implementing the country’s digital invoicing framework.
